ToF parameters for gold run geo v24b

Alexandru Bercuci requested to merge a.bercuci/cbmroot_parameter:mCBM-reco24 into mcbm24_master

Tof parameters updated by @se.gorbunov and tested for reconstruction and tracking. The Tof calibration file which is also here is probably already committed by @d.emschermann and therefore can be skipped.
