In AlgoBuildRawEvent, add STS support in detector/station nb cut

Observed effect/performance

  • 4 minutes for set 5 w/o STS stations nb cut vs 5 minutes for set 5 w/ STS STS stations nb
  • with the cut, 3% less events and around 1-3% less digis depending on the detectors, peak shapes seem unchanged
