L1: validity checks for the tracking detector interfaces are introduced

In this merge request, the basic crosscheck for tracking detector interface initialization is introduced. If some of the accessors from the active decting subsystem tracking interface fails, the fatal error will be sent until the setup geometry information for tracking is improved.
