First algo formulation of EventBuilder (STS only). Refs #2267

This is the event builder satisfying the agreed API. Of the three modes present in the current event builder (allow overlaps, do not allow overlaps, merge events), only the first (allow overlaps) is implemented.

The implementation is for STS only for the time being, but is arranged in a way easily to be extended to all detectors.
