L1: Add L1Algo/utils/* debug utilities to the compilation

There are some debug utilities in L1Algo/utils/ that are only included in the code when the debugging ifdef's are set. This MR makes them always compile to keep them in sync with cbmroot.

This MR should be merged after the following one: !411 (merged)
