Enable global deactivation of random channels in the STS simulation.

The feature to globally and randomly deactivate single STS channels (strips) is added. The user can specify the fraction of dead channels. The channels to be deactivated is choosen randomly within each ASIC according to the specified fraction. Inactive channels will not produce digis even if receiving analogue charge from the simulation.

Should be included into APR21, if possible.
