CA tracker: switch from virtual strips to cluster ID's provided by the STS hit finder

Make a logical connection between STS hits using their front/back cluster ID's provided by the STS hit finder. Before, the connection was made by looking at the similarity of hit u/v coordinates and creating "virtual strips." It was a temporary solution from the times when cluster IDs were not available.
