Seperates readout parameters from ReadoutConfig in TOF. This doesn't move the parameters to yaml-files (yet). It's only a preperation in that step. Also doesn't include changes or parameters for mCBM24.

Note: Marked as draft to prevent clashes with more urgent changes in TOF readout for mCBM24.
