Update Codeowners

Florian Uhlig requested to merge f.uhlig/cbmroot:update_codeowners into master

Add missing directories for detector subsystems. Add new algo directory and put Dominik Smith and Felix Weiglhofer as owners. Put Martin Beyer as code owner of RICH related code. Remove Valentina Akishina from the list and add Sergei Zharko instead.
