CaCore lib: updates

Sergei Zharko requested to merge s.zharko/cbmroot:ca-core-lib into master

In this merge request:

  1. L1Vector is relocated to the CaCore lib as cbm::algo::ca::Vector;
  2. the ca::tools namespace is renamed into the cbm::ca::tools namespace
  3. minor modifications
