CA: remove a quick fix for the mcbm_beam_2021_07_surveyed setup

Remove an old hack for fixing the TOF tracking station indices in mcbm_beam_2021_07_surveyed setup.

This setup is no longer a default mcbm test setup. Therefore, there is no need for hardcoded hacks in the tracker for this specific setup. If the tracker is still needed, one can fix the problem properly, i.e., fix Tof parameter files.

OK, I'll merge the MR since it was approved by Florian, and we need it for other developments.
