external: Add dev mode for xpu to use local version.

Felix Weiglhofer requested to merge fweig/cbmroot:xpu-dev-mode into master

Adds a CMake option to use a local version of xpu symlinked to external/xpu-dev instead of the upstream one. This makes it easier for me to test changes in xpu.

Doubt anyone besides me will use this option.
