fix in data reconstruction of Trd2D for mCBM 2022

The fix addresses :

• running of the Trd2D reconstruction
• forcing the Trd2D in the CbmSetup until fix to the IsPresent function is operational also for the Trd2D

The results on the time difference wrt the T0 time definition is shown in the figure
for the first TS of data file 2391_node8_1_0000.tsa
