online: Add sts readout setup for mCBM24.

TODO:

  • Change elink-field name to elinksFeb8_1 in 2022 setup file
  • Fix component ids in 2024 file (change to hex values)
  • Add seperate 2024 file for first test files, keep component ids in decimal there
