Add online paramters.

Felix Weiglhofer requested to merge fweig/cbmroot_parameter:online-params into master

Add parameters needed for online reconstruction.

This replaces the files currently in algo/params in the main repository.

Note, I've duplicated the LandauWidth.txt. It was symlinked previously which was a source for errors. And i want to convert this one to yaml eventually.
