Provides matbudget for sts_v22f_mcbm

Geometry added in cbmroot_geometry!221 (merged)

Material budget equivalent in X0 range to v22e as only slight shifts in X and Y within stations and in Z between stations (~5mm, still within plots "slice" size).
File added to avoid blocking MR computing/cbmroot!1123 (merged) until the automatic procedure is merged.
Making a symbolic link to the v22e one would probably also have worked, but better safe than sorry
