mTOF v21j parameter file

Pierre-Alain Loizeau requested to merge p.-a.loizeau/cbmroot_parameter:mtof_21j_fixed into master

Linked to cbmroot_geometry!225 (merged) and cbmroot_input!37 (merged).

Should be merged at the same time after approval of all 3 and be followed by update of Cbmroot external hashes

@n.herrmann I took the file from your lustre folder as I saw that compared to the v21i file there were

  • many fine tuning of the velocity
  • a change in the number of channels for BMon
  • changes in the number of RPC in 1 or 2 types of SM

@f.uhlig do we need a review for this?
