Inactivate detector systems

Florian Uhlig requested to merge f.uhlig/cbmroot_geometry:fix_failing_tests into master

In one of the setups there are failing tests due to the much being outside of the acceptance. For the other setup some parameter files are missing for more than one year. To overcome the problems the respective detector systems are set inactive in the setup files such that they are in the geometry but no data is produced during simulation.
